High Lift Pump House Substation Upgrade
End-to-end planning and controls for a live-refinery electrical substation upgrade — delivered under permit-to-work and H₂S constraints for BAPCO Energies.
01Project background
The High Lift Pump House (HLPH) substation upgrade replaced and re-energised critical electrical infrastructure inside an operating refinery. Because the substation feeds live process pumps, the work had to be sequenced around plant availability, shutdown windows and a strict permit-to-work regime — every activity competing for the same limited safe-working time.
02Problem / challenge
Working inside a live, H₂S-exposed environment meant productive hours were a fraction of calendar hours. Cable pulling, terminations and the cutover itself depended on isolations the operations team could only grant in narrow windows. The baseline had to be defensible enough to support an Extension of Time, while the weekly reporting had to give BAPCO leadership a clear, no-surprises view of progress and constraints.
03My role
- Built and maintained the Primavera P6 baseline (resource & cost loaded)
- Designed the cutover/energisation sequence around PTW and isolation windows
- Ran weekly EVM and produced the executive Power BI dashboard
- Owned the constraints & delay log and the EOT narrative
- Coordinated directly with BAPCO and the operations team on permits

07Result / impact
Weekly dashboards gave BAPCO leadership early warning on slipping isolations, so mitigation decisions were made before they hit the critical path. The contemporaneous constraints log became the backbone of a clean, well-evidenced EOT position.
