Gilgit–Shandoor Road, Package III
Planning and claims leadership on a strategic high-altitude road program — where weather, terrain and access drove a disciplined baseline and a well-evidenced EOT.
01Project background
Package III of the Gilgit–Shandoor road is a strategic mountain corridor built across difficult terrain and a short annual working season. Earthworks, structures and pavement all had to be sequenced around weather windows, with long supply lines feeding remote work fronts.
02Problem / challenge
Multiple concurrent delay events — weather, land access, design changes and force-majeure conditions — threatened the completion date and exposed the project to liquidated damages. The challenge was to keep a credible, contemporaneous record so entitlement could be demonstrated, rather than reconstructed after the fact.
03My role
- Developed the WBS and resource-loaded baseline in Primavera P6
- Tracked progress curves and ran monthly EVM
- Maintained the delay-event register with contractual references
- Prepared EOT, prolongation and force-majeure claim narratives
- Integrated cost and progress data via Oracle EBS

07Result / impact
Because delay events were logged as they happened — with photos, correspondence and schedule impact — the EOT position was evidence-led, not argued in hindsight. That made the claims faster to assess and harder to reject.
